Patna, Bihar Bhumi and the sub-registrar route

Overview

Sub-registrar offices of the state Registration Department register sale deeds in Bihar. Land records sit on the Bihar Bhumi portal of the Revenue and Land Reforms Department, which hosts Jamabandi, mutation (Dakhil Kharij) and maps.

Authority: Registration Department, Government of Bihar (sub-registrar offices)
Records: Bihar Bhumi (Jamabandi, Online Mutation, Bhu-Abhilekh, BhuNaksha Bihar)

Registration process

  1. Check the seller's Jamabandi on Bihar Bhumi for the khata, khesra and area.
  2. Check the plot on BhuNaksha Bihar against the sale deed.
  3. Ask the seller for rent receipts and the mutation status of the plot.
  4. Draft the sale deed and pay stamp duty and registration fees as the department requires.
  5. Sign the deed before the sub-registrar with the seller, buyer and witnesses.
  6. Apply for Dakhil Kharij (mutation) on Bihar Bhumi and track the application number.

Stamp duty and fees

Stamp duty and registration fees are set by the state; confirm the current amount with the sub-registrar office before you pay. Rules, fees and timelines change. Verify current requirements with your sub-registrar or a qualified property lawyer.

Common risks

  • Seller name on the deed may not match the Jamabandi entry.
  • Sale may be done without a Dakhil Kharij, so records stay in the old owner's name.
  • Land may be shared among many heirs who have not all signed.
  • Plot area on the ground may differ from the area in the record.
