Buying in Vizag: How to Check Title, Layouts and Coastal Limits
Check a Visakhapatnam property for VMRDA layout approval, CRZ rules, the 22A prohibited list, IGRS and Meebhoomi records, RERA AP and GPA risk.
Who this affects
Must read
Read this if you are buying a plot or flat in Visakhapatnam (resident or NRI), or advising such buyers.
- Buyers
Check IGRS/Meebhoomi/EC, 22A list, VMRDA approval and CRZ status before paying any advance.
- NRIs
Remote buyers must verify survey/1B, IGRS EC, 22A status and VMRDA/RERA records before booking.
- Lenders
Bank lending varies by VMRDA vs gram-panchayat vs unapproved layouts; banks often decline panchayat plots.
- Lawyers & registrars
Sub-Registrar confirmation of 22A and correct SRO jurisdiction are essential for clean registration.

Strong legal/regulatory signals: Section 22A changes, CRZ rules, VMRDA/VMRDA approvals and RERA checks affect registration and lending.
Some risks of buying in Visakhapatnam appear in no brochure. Prices in the Madhurawada IT corridor, on the Bheemili beach belt and across the peri-urban mandals of Anandapuram and Pendurthi have followed rumour almost as closely as the registry. A title praised in a property WhatsApp group may turn out to rest on assigned land, sit inside a Coastal Regulation Zone setback, or belong to a gram panchayat layout that no bank will finance.
Local issues come first in this guide, and the standard 30-year title checklist follows, fitted to Vizag conditions. It is meant for buyers who live here and for the city's NRI community, who purchase from afar in the Gulf, the US and Australia.
What makes Vizag riskier than other Andhra cities
Three pressures meet in this city. No other place in Andhra Pradesh has all of them at once.
Speculation over the capital is the first. When the three-capitals proposal in 2019 made Visakhapatnam the executive capital, land in the north of the city and along the Bheemili road rose in price. Since then Parliament has passed the Andhra Pradesh Reorganisation (Amendment) Bill, 2026, which names Amaravati as the one permanent capital. That removes any legal basis for Vizag as executive capital. For a 2026 buyer the lesson is clear: many parcels changed hands at a capital premium that the law no longer backs, and certain sellers still ask for it. Compare recent registered values on IGRS AP before you take any "capital city" argument on board.
The coast is the second. Between Kailasagiri and Bheemunipatnam, the Vizag-Bheemili stretch falls under the Coastal Regulation Zone Notification, 2019, which limits building near the high tide line and in some places forbids it. People have objected to the Vizag-Bheemili coastal corridor in the VMRDA master plan because parts of it would need CRZ-III land to be moved into CRZ-II. If someone sells you a "sea-facing" or "beach-view" plot, proximity to the water is a burden as well as an attraction.
The third is the kind of land. In peri-urban Vizag a large share is government-assigned land, endowment land, or hillside near the Kailasagiri and Simhachalam ranges. You cannot freely sell assigned land, and trading in it is how buyers in this city most often lose their money.
Finding out whether a Vizag plot is on the 22A list
Before any advance leaves your hands, search the IGRS AP portal (registration.ap.gov.in), and ask the Sub-Registrar Office to confirm in writing that the survey number is not a prohibited property.
The 22A list names properties that may not be registered under Section 22-A of the Registration Act, 1908, applied in Andhra Pradesh. Government land, assigned lands for the landless poor, endowment and temple (Devasthanam) land, Wakf property and land against public policy all fall in it. A listed survey number means the Sub-Registrar will not register a sale deed, mortgage or gift.
In January 2026 the AP Revenue Department removed some categories from the 22A list: lands assigned to defence personnel, freedom fighters and political sufferers, and certain assignments dating from before 1954. The list is shorter but not empty, and assigned land for the landless poor, government land and endowment land stay barred.
One failure is typical in Vizag. A broker shows you a "clear EC", yet the land beneath it is assigned. The EC lists registered transactions, and it does not always show 22A status, which is why both checks are needed. In the Anandapuram and Sabbavaram belts, plots we verified had come from assigned-land parcels that were cut up again and again and sold to many buyers, none of whom ever managed to register a clean deed.
VMRDA approval against gram panchayat layouts
Here Vizag plot buyers lose most, and the gap is substantive.
VMRDA, the Visakhapatnam Metropolitan Region Development Authority, plans the metropolitan region. Its approval means a layout passed technical scrutiny, followed the norms for roads and open spaces, and was entered in the approved-layouts list at vmrda.gov.in. Approval by the gram panchayat means no more than a panchayat resolution, which brings no town-planning sanction. A layout with neither is unapproved.
Panchayat and unapproved layouts fill the Anandapuram, Bheemili and Pendurthi belts. They are marketed as ventures with names taken from temples and film stars, and on the ground they cannot be told from approved ones: roads are laid, there is a gated arch and a sales office. The paperwork alone separates them.
- VMRDA-approved · Bank loan: offered by most banks · Resale: strong and clean · Building permission: given by GVMC or VMRDA · Regularization risk: none
- Gram panchayat layout · Bank loan: seldom, as most banks refuse · Resale: weak, so the buyer must be wary · Building permission: frequently denied · Regularization risk: high, with LRS or regularization fees possibly due
- Unapproved layout · Bank loan: out of the question · Resale: very weak, distress sales only · Building permission: denied · Regularization risk: very high, and demolition is possible
Within GVMC limits, the Greater Visakhapatnam Municipal Corporation grants building permission, while in the wider region it comes through VMRDA. A plot in an unapproved layout may never get a sanctioned building plan. You then cannot build legally, and a buyer who needs a loan will not take it from you.
AP land records: IGRS, Meebhoomi and survey numbers
Two state systems count, and what they hold is different.
The Registration and Stamps Department runs IGRS AP (registration.ap.gov.in). Come here for the encumbrance certificate, for guideline (market) value and for certified copies of deeds. A general EC search for information costs nothing.
Revenue land records live on Meebhoomi (meebhoomi.ap.gov.in). For agricultural land it provides the adangal and the ROR-1B, which name the recorded pattadar (owner), the extent and details of crop and revenue. A completed registration now sets off a Meebhoomi mutation automatically in AP, but you should still check that the 1B names your seller as the current pattadar before you buy.
On the city's edge the survey number is where trouble repeats. One survey number gets divided informally across many sale deeds without a proper revenue subdivision, and then the extent in the deed disagrees with the 1B. AP's statewide resurvey, which issues new survey numbers and boundary records, helps: where it is complete for your village, compare with the new record. Where it is not, require the seller's extent to agree with the 1B and with the measurement of a licensed surveyor on site.
Obtaining an EC for a Vizag property
Go to registration.ap.gov.in, pick the EC search and key in the district, the Sub-Registrar Office and the survey or document number. That gives the property's transactions for 30 years.
Visakhapatnam district has several Sub-Registrar Offices. In broad terms, SROs like Visakhapatnam, Dabagardens, Gajuwaka and Madhurawada take urban registrations; SROs such as Bheemili and Anandapuram cover the north and the coast; and Gajuwaka and offices near it handle the industrial south. Establish which SRO has jurisdiction over your exact survey number before ordering a certified copy, because records from the wrong office waste time and mislead you.
Do not stop at the latest entry. Read the EC from end to end and look for an unbroken line of ownership across 30 years, any mortgage still in force, any court attachment, and any gap where the chain skips ahead with no registered link document. Fabricated or duplicate sale deeds get inserted precisely where a chain breaks.
RERA: what to check before booking an apartment
A project of apartments or plots above the RERA threshold must be registered with the Andhra Pradesh Real Estate Regulatory Authority under the Real Estate (Regulation and Development) Act, 2016. On rera.ap.gov.in, search the project or promoter name to confirm the registration number, approved plan, land title disclosure and declared completion date.
A number on a hoarding proves nothing until you find it on the portal and read the builder's filings. The land and approvals the promoter declared to RERA must agree with the title documents you have checked separately. This is the quickest way to spot a project that sells before approvals actually exist, and it matters most in Madhurawada and Yendada, which have the heaviest supply of high-rises.
Looking for litigation and land-grabbing
A title can be registrable and still disputed. Use eCourts services to run the survey number and the seller's name against pending cases in the Visakhapatnam District Court and the Andhra Pradesh High Court at Amaravati. Land of high value on the coast and the corridors of Vizag has seen much land-grabbing litigation, so a parcel under injunction could hand you a lawsuit in place of a plot.
On agricultural and fringe land the disputes often pass through the revenue courts and the Mandal Revenue Office rather than civil courts, so searching civil courts by themselves falls short.
NRIs buying Vizag property remotely
Visakhapatnam has one of the bigger diaspora communities in coastal Andhra, and many purchases here go through relatives and a General Power of Attorney. Remote buyers are hurt at exactly this point.
A GPA does not establish title. A "sale" done on a GPA moves no ownership, since only a registered sale deed does. Read any request to buy on a GPA as a warning. Demand the registered sale deed in your own name, verify it on IGRS AP yourself, and ask someone you trust to confirm the boundaries on the ground against the 1B. NRIs are often chosen as targets when one plot is sold twice, because the second buyer sits abroad and is slow to inspect the land.
The standard 30-year checklist applied to Vizag
Once the local points are settled, the usual title checks still apply:
The mother deed, which is the earliest title document in the chain, must be there, and so must every link document joining it to the seller now; all must be registered. A 30-year encumbrance certificate should show the chain unbroken, with no mortgage or attachment in force. Revenue records should show the seller's name as mutated owner (Meebhoomi 1B for agricultural land, municipal or panchayat records for converted plots). Keep property tax receipts current and in the seller's name. Dues on water and electricity should be paid and the connection records should name the owner. Agricultural land needs a NALA conversion to non-agricultural use before any residential or commercial sale.
When time or local access is short, a verified legal opinion costs little set against the value of the purchase.
This is where LegiScore comes in. It operates in Andhra Pradesh and Telangana and charges Rs. 1,999 per report for a 29-section legal opinion produced in under 15 minutes, drawing on 15-plus government portals and over 18,000 courts. An NRI in Dubai buying at Madhurawada gets the result the same day, where the normal process takes weeks of local running about.
Frequently asked questions
- Can I safely build on land near Rushikonda or Bheemili beach?
- Not without checking. The CRZ Notification, 2019 applies to coastal land between Visakhapatnam and Bheemili and limits construction near the high tide line, and some stretches are no-development zones. Before buying a "sea-facing" plot, obtain the CRZ classification for that specific survey number. A setback or NDZ status can make the land legally unbuildable.
- Will a bank give a home loan on a gram panchayat layout in Anandapuram?
- Most banks decline, since a layout approved only by the gram panchayat lacks town-planning sanction. You would probably have to fund the purchase yourself, and later only cash buyers would be interested in the resale. A VMRDA-approved layout is the safer choice if you plan to borrow or resell.
- How does the EC differ from the 22A check?
- The encumbrance certificate gives a property's history of registered transactions. The 22A check shows whether the property is on the list of prohibited properties, which means registration is barred altogether. A clean EC on assigned or government land is worthless, so run both.
- How can I tell that an apartment builder in Vizag is genuine?
- Find the project and promoter on the AP RERA portal (rera.ap.gov.in) and note the registration number, approved plans and declared completion date. Next compare the land title the builder reported to RERA with the title documents you verified on your own.
- I am an NRI. Can a relative buy a plot for me on a GPA?
- Ownership passes only through a registered sale deed in your name, never through a GPA. Let a GPA do one job: authorising someone you trust to carry out the registration for you. Confirm the registered deed on IGRS AP yourself, and have the boundaries inspected on the ground against the revenue record.
