Pune-specific legal/regulatory checks (7/12 vs CTS, Gunthewari, DRT Pune) and financial impacts (stamp duty, metro cess) are the story's focus.
The first question to ask about any bank-auctioned property in Pune is which land record applies. Is the plot in the older municipal core of PMC or PCMC, where a City Survey (CTS) number is used? Or is it on land that was farmland until recently, which is recorded in the village revenue 7/12 extract? If you pick the wrong record, you can overlook a mutation dispute that is still open, a non-agricultural conversion that was never completed, or a Gunthewari regularisation gap. The auction notice mentions none of these.
This guide deals with Pune and the wider Pune Metropolitan Region, meaning PMC, PCMC and the outer areas under PMRDA. It explains where auction stock is concentrated, what stamp duty and metro cess add to your winning bid, how to tell whether the 7/12 extract or the City Survey number governs the plot, the Gunthewari risk in Pune's growth corridors, and which DRT bench deals with SARFAESI disputes in the region.
Pune Localities Where Auction Stock Is Concentrated
Residential NPA stock is mainly in the IT growth corridors: Hinjewadi, Wakad, Baner, Balewadi, Kharadi, Viman Nagar, Hadapsar and Wagholi. Hinjewadi hosts Rajiv Gandhi Infotech Park, and its land is divided between PMC, PCMC and gram panchayats. Industrial and commercial listings are mostly in the Chakan-Bhosari-Talegaon manufacturing belt under PCMC. There, MIDC stock is usually better documented than land held under outlying gram panchayats.
As a rule, the farther a plot is from the original PMC boundary, the likelier it is that the land record is a 7/12 extract and not a City Survey number. The Gunthewari check below then becomes more important.
Stamp Duty, Metro Cess and Registration Charges in Pune
- Stamp duty: within PMC/PCMC (municipal corporation limits) · Rate: 6% · Notes: Contains a 1% metro cess that has applied in Pune since the metro line came up
- Stamp duty: rest of Pune district / gram panchayat areas · Rate: 5% · Notes: The metro cess is not charged
- Registration fee · Rate: 1% of value · Notes: Ceiling of ₹30,000 once value crosses ₹30 lakh
- Computed on · Rate: The higher of the sale certificate value and the Ready Reckoner rate · Notes: The reserve price is not the base if the Ready Reckoner value is higher
Pune follows the rest of Maharashtra here. Duty is levied on the higher of the sale certificate value and the government's Ready Reckoner rate for the locality, so winning at a discount does not ensure a discounted duty bill. Whether the metro cess applies, and the Ready Reckoner schedule, are revised from time to time. Check the latest figures with the sub-registrar or on the Maharashtra IGR portal before you fix your budget.
Deciding Between the 7/12 Extract and the City Survey Number
This is the check most particular to Pune, and buyers who arrive with a Mumbai-style search approach often skip it. In the older municipal core of PMC and PCMC, a property has a City Survey (CS/CTS) number, and title is traced through the sub-registrar's Index II record, much as in Mumbai. However, much of the IT-corridor growth, such as Hinjewadi, Wagholi, Undri, Manjari and parts of Kharadi, stands on land that was agricultural not long ago. That land is recorded under a Survey or Gat number in the village 7/12 extract.
A deed registered with the sub-registrar is no proof that the 7/12 mutation was updated to match. For any plot beyond the older PMC/PCMC core, obtain today's 7/12 for the precise survey number. Make sure there is no open mutation dispute and no conflicting entry exists. The notice will give an address, while the record that matters is filed under the survey number.
Gunthewari Status and the Unauthorised-Layout Problem
A lot of the residential stock on Pune's outskirts was built during the boom of the 1990s to 2010s, on farmland converted without a formal non-agricultural (NA) order or layout sanction. Such plots come under the Gunthewari Development (Regularisation) Act of Maharashtra, 2001. Until a plot is regularised, building permission may be blocked or made conditional, home-loan finance can be hard to get, and registration can run into trouble, even when the sale-deed chain seems clean. In Pune this does the same job that B-khata does in Bangalore and LRS status does in Hyderabad. It is a land-approval gap that an ordinary title search will not reveal.
Before bidding on an outlying Pune plot, get the NA conversion order and layout sanction confirmed by PMC, PCMC, or PMRDA for areas outside the corporations. The 7/12 extract is not enough. A good 7/12 entry and finished Gunthewari regularisation need separate confirmation, and auction sellers seldom mention the second.
The Pune DRT and SARFAESI Disputes
SARFAESI sales of Pune-region properties go through the Debts Recovery Tribunal, Pune, and appeals lie with the DRAT, Mumbai. The appellate tribunal for Maharashtra sits in Mumbai whichever DRT heard the original case. A Section 17 application on valuation, notice or procedure can be filed at any time between your winning bid and the date the balance is due. Search the tribunal's cause list by property or borrower name before paying the EMD, then repeat before the final payment.
What LegiScore Adds
Confirming 7/12 status, checking Gunthewari regularisation and searching DRT filings are separate enquiries at separate offices. That scattered process lets flawed outlying-Pune auction stock pass at a tempting reserve price. The listings on our bank auctions marketplace come with an independent LegiScore Property Score (LPS) graded from AAA down to C, with a top score of 1000. Regulatory Compliance (150) is where NA conversion and layout-sanction gaps are flagged. The other pillars are Litigation (200), Encumbrance & Financial (250), Title Integrity (300 points) and Document Completeness & Integrity (100).
Any Pune property, whether auction or resale, can be checked on your own as well. The search spans 70+ government portals and 100+ court databases, covering 700+ district and high courts in 14 states. Within 15 minutes you get a 29-section report that 3 human checkpoints have reviewed. Pricing for the optional signed opinion from a licensed advocate is on request. Frequently asked questions
- Can I buy a bank-auctioned property in Pune safely?
- Yes, if you first settle the region-specific points: whether the plot is governed by a City Survey number or a 7/12 extract, whether that record shows a mutation dispute, and whether an outlying plot has completed Gunthewari regularisation. The notice carries no such verification.
- When does a 7/12 extract apply in Pune instead of a City Survey number?
- The 7/12 extract (satbara utara) is the village land-revenue record of Maharashtra. It is used for land outside the older City Survey (CTS) core of PMC and PCMC. Much of the IT-corridor growth in Pune is recorded this way and not by CTS number, so identify the governing record for your plot first.
- Why is Gunthewari status important for auction plots in Pune?
- Gunthewari means development on farmland that was converted and built over without a formal non-agricultural order or layout sanction. The Gunthewari Development (Regularisation) Act, 2001 lets such plots be regularised. Until that happens, building permission, finance and registration may be restricted. Verify NA and layout-sanction status as well as the 7/12 extract before bidding.
- How much stamp duty applies to an auction purchase in Pune?
- Inside the PMC or PCMC municipal corporation limits, stamp duty is 6% (a 5% base with 1% metro cess added). Elsewhere in Pune district it is 5%, with no cess. The registration fee is another 1% with a ₹30,000 ceiling for values over ₹30 lakh. The base is the higher of your winning bid and the Ready Reckoner rate.
- Which tribunal decides auction disputes in Pune?
- The Debts Recovery Tribunal, Pune handles SARFAESI enforcement matters and Section 17 challenges by borrowers in the region, and appeals go to the DRAT, Mumbai. Read the cause list before bidding and again ahead of the final payment.
- Which parts of Pune supply most bank auction listings?
- Residential stock is mainly in the Hinjewadi-Wakad-Baner IT corridor and the Kharadi-Hadapsar-Wagholi belt. Industrial and commercial listings gather around the PCMC manufacturing belt of Chakan-Bhosari-Talegaon. Older PMC-core areas such as Kothrud, Shivajinagar and Camp have fewer of the land-record problems described above.
