Stamp Duty in Tamil Nadu
Stamp duty in Tamil Nadu on a sale deed is 7% of the market value of the property, and the registration fee is another 2%, according to the TNREGINET Duty and Fees table on 22 October 2026. A deed valued below the guideline value for the street or survey number is referred for valuation under section 47A. A gift, or a settlement outside the family, costs the same 7% and 2%. A settlement in favour of a family member costs 1% duty up to Rs 40,000 and a 1% fee up to Rs 10,000. From 1 April 2025, women buying property worth up to Rs 10 lakh pay 1% less registration fee under G.O.(Ms) No.77. The first sale of a new flat by a builder has lower rates under G.O.(Ms) No.131. You can pay online on TNREGINET, by e-stamp or with stamp paper. Our Stamp Duty Calculator gives a line-by-line estimate.
Definition
Stamp duty: A tax on the instrument, such as a sale or gift deed, levied under the Indian Stamp Act, 1899 as it applies in Tamil Nadu. It is separate from the registration fee charged under the Registration Act, 1908. Both are paid before the Sub-Registrar registers the deed.
When you need it
Before you sign a sale, gift, settlement, partition, mortgage or lease deed, to budget the cost and pay it. When you create the deed on TNREGINET, the Document Valuation tab shows the stamp duty and registration fee for the value entered. The portal has no separate stamp duty calculator, so use that tab or our calculator for an estimate.

How to read it
The TNREGINET Duty and Fees table lists each type of deed with its stamp duty and registration fee in separate columns. Most are a percentage of the market value or of the loan amount, some with a maximum. Add the computer fee of Rs 200 for the first ten pages and the other office fees the portal shows. The women's concession and the first-sale flat rates are not in this table. They are in G.O.(Ms) No.77 and G.O.(Ms) No.131 on the portal's Circulars page.
Red flags
- A deed value below the guideline value, which leads to a reference under section 47A and possibly a higher value
- A stamp vendor who charges more than the face value of the stamp paper
- One property split into parts to claim the women's concession, which G.O.(Ms) No.77 forbids
- The first-sale flat rate claimed on a resale flat
- Payment through a middleman without a TNREGINET e-payment acknowledgement
Questions
- Do women buyers pay lower charges in Tamil Nadu?
- Yes, for smaller properties. From 1 April 2025, G.O.(Ms) No.77 cuts the registration fee by 1% on sale deeds for houses, plots and agricultural land valued up to Rs 10 lakh. Every buyer must be a woman. Above Rs 10 lakh there is no concession, and splitting one property to qualify is not allowed. Stamp duty does not change.
- Is stamp duty lower on a new flat?
- For the first sale of a flat with its undivided share of land, G.O.(Ms) No.131 of 1 December 2023 lowers the total, including the 2% registration fee, to 6% below Rs 50 lakh and 7% from Rs 50 lakh to Rs 3 crore of the composite value. Above Rs 3 crore the total stays 9%. A resale flat does not qualify.
- How much stamp duty is payable on a home loan?
- For a mortgage by deposit of title deeds, the TNREGINET Duty and Fees table lists stamp duty of 0.5% of the loan amount up to Rs 40,000 and a registration fee of 1% up to Rs 8,000. A simple mortgage costs 1% duty up to Rs 50,000 and a 1% fee up to Rs 15,000.
- Can I pay stamp duty online?
- Yes. TNREGINET accepts online payment with no upper limit by net banking, debit or credit card, UPI, or an NEFT/RTGS challan paid at a bank. At the Sub-Registrar office, you can pay up to Rs 1,000 by card on a PoS machine and up to Rs 5,000 by demand draft. Presenceless deeds must be paid fully online.
- What happens if I pay duty on a value below the guideline value?
- The Sub-Registrar refers the deed to the District Revenue Officer or Special Deputy Collector (Stamps) under section 47A of the Indian Stamp Act. They fix the market value, which can be higher than the guideline value. If the extra duty is not paid within two months of the order, interest of 1% a month is charged.
- Where can I estimate the total cost?
- Use the Stamp Duty Calculator on this site at /tools/stamp-duty-calculator. It uses the TNREGINET rates and the women's concession in G.O.(Ms) No.77 and shows each line separately. For the exact amount, create the deed on TNREGINET, where the Document Valuation tab shows the duty and fee the Sub-Registrar will collect.
