Land Records in Odisha

This guide is still being prepared and has not been reviewed. It shows only the parts we can state with confidence. Check the official portal before relying on it.

Odisha's land records are public on Bhulekh (bhulekh.ori.nic.in), which shows the record of rights (RoR) for every village, and Bhunaksha, which shows the maps. Mutation, demarcation, conversion and map requests are filed on odisharevenueservices.nic.in.

Definition

RoR (Odisha): The record of rights prepared under the Odisha Survey and Settlement Act, 1958 or earlier settlements. The front page shows tenant, rent and cess details; the back page lists the plots.

When you need it

Before buying land, for mutation and conversion applications, and for the section 22-A check at registration.

Steps

  1. On Bhulekh, select the district, tahasil, village and RI circle.
  2. Search by khatiyan number, plot number or tenant name.
  3. Read the RoR front page (tenants, rent and cess) and back page (plots).
  4. View the map through Map View (Bhunaksha), or look up a plot by its unique plot ID.
  5. File mutation, demarcation, conversion or map requests on odisharevenueservices.nic.in.

What you need to search

  • District, tahasil, village and RI circle
  • Khatiyan number, plot number or tenant name
  • Unique plot ID, if known

How to read it

The front page names the tenants (holders) with rent and cess; the back page lists each plot with its number, kisam and area. Match the seller's name and the plot numbers with the deed.

Red flags

  • Seller not named as a tenant in the RoR
  • Plot kisam that does not allow the planned use
  • Area in the RoR different from the deed
  • A recent sale not yet reflected because mutation is pending
