Stamp Duty in Telangana

Stamp duty on a sale deed in Telangana is 5.5% of the chargeable value. Outside Gram Panchayat areas, transfer duty of 1.5% and a registration fee of 0.5% are added, a total of 7.5%. In a Gram Panchayat there is no transfer duty but the registration fee is 2%, so the total is also 7.5%. The chargeable value is the market value or the agreed price, whichever is higher. The Registration & Stamps Department publishes these rates in its Ready Reckoner. The duty rate comes from G.O.Ms.No.59, in force from 22 July 2021, and the registration fee from the notification in force from 2 September 2021. Look up the government value in Market Value Search at registration.telangana.gov.in, then pay online in the Pre Registration (with slot booking) module. Our calculator at /tools/stamp-duty-calculator works out the amounts. The Ready Reckoner has no separate rate for women.

Definition

Stamp duty: A state tax on the deed that transfers the property, paid before registration under the Indian Stamp Act, 1899 as it applies in Telangana. Sale deeds fall under Article 47-A of the Schedule. Transfer duty and the registration fee are separate charges collected with it.

When you need it

Before you book a registration slot, because the deed cannot be changed after payment. The department's FAQ says the buyer pays the stamp duty on a sale deed. If the Sub-Registrar finds the value too low, the deed can be referred to the District Registrar for the market value under Section 47-A.

How to read it

In Market Value Search, each row gives a locality, its land value per square yard and the effective date. The page says the figure is provisional, meant to help estimate duty, and can change in the yearly revision or for anomalies. On the payment screen, the Final Chargeable Value is the higher of the market value and the agreed price. Stamp duty, transfer duty and registration fee are percentages of it, and user charges are added.

Red flags

  • The deed states a price below the government market value
  • Earlier deeds in the title chain look under-stamped; the department warns that the present owner may have to pay the deficit
  • A request to pay duty through an SMS or WhatsApp link
  • A seller who asks for part of the price in cash to cut the duty
  • A duty estimate based on an old market value; check the Effective Date

Questions

What is the total cost of registering a sale deed?
7.5% of the chargeable value in both kinds of area. Outside Gram Panchayat areas it is 5.5% stamp duty, 1.5% transfer duty and 0.5% registration fee. In a Gram Panchayat it is 5.5% stamp duty and 2% registration fee. User charges of Rs 500, or Rs 1,000 above 15 sheets, are extra.
What if the price in my deed is lower than the market value?
Duty is charged on the higher figure. If the parties do not agree, the Sub-Registrar can keep the deed pending and refer it to the District Registrar under Section 47-A after you deposit 50% of the deficit. The Citizen's Charter gives the District Registrar 45 days, and an appeal lies to the civil court within 60 days.
Can I get a refund for duty paid on a deed that was not registered?
Yes. Under G.O.Ms.No.178 of 2017, revised by G.O.Ms.No.92 of 2018, the person who paid applies to the District Registrar within six months of payment. Stamp duty and transfer duty are refunded after a 10% cut. The registration fee and user charges are refunded in full.
Do women buyers pay less stamp duty in Telangana?
No. G.O.Ms.No.59 and the Ready Reckoner show one stamp duty rate for a sale deed, with no separate rate for women. Some other states charge women a lower rate, so do not apply figures from other states to a Telangana purchase. Use the Ready Reckoner or the Duty Fee Calculator.
How often does the market value change?
The Market Value Search page says the values are provisional and can change in a yearly revision or on an ad hoc basis for anomalies. On 22 October 2026, the values for Kokapet in Gandipet mandal showed an effective date of 5 June 2026. Check the Effective Date before you calculate.
Can I pay a shortfall in stamp duty later?
The department's FAQ says that if you come forward on your own to pay the deficit within one year of signing, the District Registrar accepts it and certifies the document without a penalty under Sections 41 and 42. Otherwise an impounded document can attract a penalty of up to ten times the deficit duty.
