Survey Sketch in Karnataka

A survey sketch in Karnataka usually means one of two Survey Settlement and Land Records documents. The Tippan is the old sketch of a survey number, not drawn to scale but with field measurements. You can view it free on landrecords.karnataka.gov.in/service130 after a mobile OTP login, for reference only. The 11E sketch (pre-mutation sketch) is drawn fresh for a sale, gift or partition of part of a survey number or hissa. An SSLR circular of 15 November 2016 says it is mandatory at registration under Sections 128 and 131(C) of the Karnataka Land Revenue Act, 1964, and valid for 180 days from approval. You apply on Mojini (bhoomojini.karnataka.gov.in/Service27). Under GO RD 10 Bhudasa 2014, the fee for a sale is Rs 2,000 (urban) or Rs 1,200 (rural) up to 2 acres. Sakala sets 45 working days, or 120 if an RTC correction or a dispute is involved.

Definition

Survey Sketch (Tippan and 11E): Survey drawings of a land parcel kept or issued by the Survey Settlement and Land Records department. They include the Tippan (the record sketch of a survey number), the phodi sketch (sub-division into new hissa numbers), the 11E pre-mutation sketch for a transaction, and the Hadbast boundary measurement.

When you need it

Before buying part of a survey number, because registration needs an approved 11E sketch of the portion sold. A full survey number as per the Akarband needs no 11E sketch. Use the Tippan to compare the measurements of a survey number with the seller's documents and the site, and ask for a Hadbast (boundary measurement) if the boundaries are in doubt.

Steps

  1. Log in to Mojini at bhoomojini.karnataka.gov.in/Service27 with your phone number, the captcha and an OTP.
  2. Click New Application and choose to upload your own sketch (licensed surveyor) or to have the Survey Department prepare it.
  3. Choose 11E Sketch and the transaction type: sale, gift or partition.
  4. Enter the land details (district, taluk, hobli, village, survey number and hissa), select the seller and enter the extent transferred.
  5. Enter the buyer's details with the name as in Aadhaar.
  6. Check the fee on the summary page and pay online.
  7. Track the application by its number and view the approved sketch on bhoomojini.karnataka.gov.in/service18.

How to read it

Check that the sellers, buyers, extent and boundaries on the 11E sketch match the draft deed, and that the sketch will still be within 180 days of approval on the registration date. On a Tippan, compare the measurements of the survey number with the RTC extent and the site. A Tippan viewed online is a reference copy only.

Red flags

  • A part sale with no 11E application number
  • An 11E sketch more than 180 days old that has not been renewed
  • Names, extent or boundaries on the 11E sketch differ from the deed
  • A multi-owner RTC with no phodi done before the 11E
  • The extent differs between the Tippan, the Akarband and the RTC
  • Fences on site differ from the sketch measurements
  • Another pending Mojini application on the same survey number

Questions

What is an 11E sketch in Karnataka?
An 11E sketch (pre-mutation sketch) is a survey sketch of the exact portion being sold, gifted or partitioned. SSLR issues it through Mojini. A Commissioner's circular of 2016 says it is mandatory at registration under Sections 128 and 131(C) of the Karnataka Land Revenue Act, 1964.
How long is an 11E sketch valid?
An SSLR circular of 15 November 2016 makes it valid for 180 days from approval. A 2018 circular allows renewal at the Nadakacheri within five months after expiry for Rs 1,200, if the parties, extent and boundaries are unchanged and no mutation is pending.
How long does an 11E sketch take?
Under the Sakala Act, the Assistant Director of Land Records must issue it within 45 working days where there is no problem. It is 120 working days where an RTC correction is needed or there is a dispute or lost survey record.
What if the RTC has more than one owner?
The Mojini self-survey rules say that where the RTC has several owners, they must first complete a phodi (Tatkal Podi) to split the holding, and then apply for the 11E sketch.
What is the difference between a Tippan, a phodi sketch and an 11E sketch?
A Tippan is the existing record sketch of a survey number, with field measurements. A phodi sketch records a sub-division into new hissa numbers. An 11E sketch is prepared fresh for a transaction of part of a holding. You can view Tippans online, for reference only.
