Registration Process in Maharashtra
Registering a property document in Maharashtra means presenting the signed and stamped deed to the Sub-Registrar, who records it under the Registration Act, 1908 and the Maharashtra Registration Rules, 1961. Gifts, sale deeds and leases of more than one year must be registered under section 17, and section 23 requires presentation within four months of execution. The Department of Registration and Stamps (igrmaharashtra.gov.in) lets you prepare most of it online. You enter the deed details in iSarita Public Data Entry to get an 11-digit data entry number, pay stamp duty and fees by GRAS e-challan, and book a time slot on e-Step-in. At the office, the parties admit that they signed, the Sub-Registrar checks their identity, and the deed is registered and indexed. The fee table charges Rs 100 up to Rs 10,000 of value, plus Rs 10 for each further Rs 1,000, up to Rs 30,000. A document handling charge of Rs 20 per page is paid in cash.
Definition
Document registration: The legal recording of a signed instrument in the Sub-Registrar's books. The Department of Registration and Stamps describes five stages: presentation, admission of execution, identification of the person admitting, registration, and copying into the register with an index entry.
When you need it
For every sale, gift, mortgage, lease of more than one year and other deed that creates or transfers an interest worth Rs 100 or more in immovable property. Under section 49, a document that must be registered but is not does not affect the property and cannot be received as evidence of the transaction, with limited exceptions.
Steps
- Find the market value of the property in the Annual Statement of Rates on e-ASR and work out the stamp duty.
- Pay the stamp duty and registration fee online through GRAS (gras.mahakosh.gov.in) by e-challan, or use e-SBTR.
- Enter the property, party and identifier details in iSarita Public Data Entry (pdeigr.maharashtra.gov.in) and note the 11-digit data entry number.
- Book a slot at the Sub-Registrar office on e-Step-in with that number. The first half of each shift is kept for e-payment cases.
- Take the original stamped deed signed by all parties, the payment proof, photo identity cards of the parties and of the identifiers, and the data entry printout.
- Pay the document handling charge of Rs 20 per page in cash. If a power of attorney holder signs, bring the original power of attorney and a declaration.
- Ask for the Index-II copy at registration, when it is free, and apply for mutation of the land record afterwards.

How to read it
The registered deed carries the Sub-Registrar's endorsements under section 58 of the Act, with the document number, year and office. Use those details to open the Index-II on e-Search and check that the property number, area and parties are correct. If they are wrong, IGR lists correction in records of a registered document as a service at the Sub-Registrar office.
Red flags
- The deed is presented more than four months after it was signed
- The value in the deed is below the market value in the Annual Statement of Rates
- A party signs under a power of attorney but cannot produce the original
- Stamp duty is paid outside GRAS, e-SBTR or the official franking system
- The data entry details do not match the deed
Questions
- What if the deed is presented after four months?
- Section 25 of the Registration Act lets the Registrar accept a document delayed by up to a further four months, if the delay was caused by urgent necessity or an unavoidable accident, on payment of a fine of up to ten times the registration fee. IGR lists this as the delay condonation service.
- Can I register a sale deed fully online?
- No. The Department of Registration and Stamps offers full online e-Registration for leave and licence agreements. For a sale deed, you prepare the data entry and pay online, but the parties must appear at the Sub-Registrar office to admit execution and be identified.
- Do I need a TDS certificate to register a sale?
- No. The IGR checklist of documents to take to the Sub-Registrar office says that a TDS (tax deducted at source) certificate is not necessary and is not asked for as part of document registration. You still need the stamped deed, payment proof, identity cards and identifiers.
- What is the 11-digit data entry number for?
- iSarita Public Data Entry generates it after you enter the property, party and identifier details. The Sub-Registrar office uses it to fetch your data at registration, and e-Step-in needs it to book a slot. If you do not use Public Data Entry, the office charges Rs 20 for data entry.
- What should I do after the deed is registered?
- Ask for the Index-II copy at registration, because the fee table makes it free at that time. For farm land, section 149 of the Land Revenue Code requires you to report the acquisition to the village revenue officer within three months. Mutation applications go through e-Hakk for 7/12 land and e-PCIS for property cards.
