7/12 Extract (Satbara) in Maharashtra
A 7/12 extract (Satbara) in Maharashtra is the village land record that joins Village Form 7, the record of rights, with Village Form 12, the crop register, for one survey or gat number. It shows the occupants with their khata numbers, the area and assessment, and an other rights column where loans and charges (boja) are entered. The Land Records Department runs two online services. Mahabhulekh (bhulekh.mahabhumi.gov.in) shows the 7/12 free, but the site says that copy cannot be used for any government or legal purpose. The digitally signed 7/12 from the Mahabhumi portal (digitalsatbara.mahabhumi.gov.in) costs Rs 15 a copy. The department's FAQ says it is valid for all legal and government work under a Revenue and Forest Department circular of 23 November 2020, and needs no talathi signature or stamp. Each signed copy has a verification number and a QR code. Read it with the registered deeds on IGR e-Search.
Definition
7/12 Extract (Satbara): A copy of Village Form 7 and Village Form 12 for one survey or gat number. Form 7 is the record of rights that section 148 of the Maharashtra Land Revenue Code, 1966 requires for every village, in the form set by the Record of Rights and Registers Rules, 1971. Form 12 records the crops grown each season.
When you need it
Before you buy farm land or a plot carved out of a survey or gat number, to check that the seller is an occupant, that the area matches the deed, and that no charge or pending mutation is shown. For any official use, take the digitally signed copy, not the Mahabhulekh view. Under section 149 of the Code, a buyer must report the acquisition to the village revenue officer within three months.
Steps
- To view it free, open Mahabhulekh (bhulekh.mahabhumi.gov.in), choose 7/12, and select the district, taluka and village.
- Search by survey or gat number, or by the holder's name, enter your mobile number and the captcha, and open the extract.
- For an official copy, log in to the Mahabhumi digitally signed 7/12 portal (digitalsatbara.mahabhumi.gov.in/dslr) with a registered account or a mobile OTP.
- Recharge the portal wallet by net banking, card or UPI. The help guide accepts Rs 15 to Rs 1,000 and advises paying in multiples of 15.

- Check any copy later by entering its verification number on the same portal, or by scanning its QR code.

How to read it
Form 7 gives the survey or gat number and sub-division, the local name, the area, unit and assessment, and the occupants. The khata number appears before each occupant's name, and the mutation number that created the entry appears in brackets after it. The other rights column lists charges such as bank loans and ekarar entries. A pending mutation number means a change is waiting for the circle officer's decision. Old mutation numbers are listed at the end, and rejected ones are shown in red italics. Form 12 records the crops by season.
Red flags
- A pending mutation number on Form 7
- A loan or charge in the other rights column with no later entry removing it
- The seller is not among the occupants, or the area differs from the deed
- Alienated (dumala or inam) land, which cannot be sold without the competent authority's prior permission
- Several occupants or heirs are entered but only one person is selling
- Only a Mahabhulekh view copy is offered as proof
Questions
- Can I use the free Mahabhulekh 7/12 for a sale or a loan?
- No. Mahabhulekh states that the information it shows cannot be used for any government or legal purpose. The Land Records Department's FAQ says the digitally signed 7/12 from the Mahabhumi portal can be used for all government and legal work. It costs Rs 15 a copy and you download it from digitalsatbara.mahabhumi.gov.in.
- Does a digitally signed 7/12 need the talathi's signature or stamp?
- No. According to the department's FAQ, Form 7 is digitally signed and the Form 12 crop data is self-certified, so no signature or stamp is needed. It relies on Revenue and Forest Department circular Jamin-2020/P.K.31/J-1A of 23 November 2020, which treats the digital 7/12 as valid for legal, government and semi-government work.
- What does the other rights column show?
- It records any liability, burden or loan on the occupant, called boja, and ekarar entries for co-operative loans. After full repayment, the boja can be removed through e-Hakk with a loan closure certificate and identity proof. A boja entered by an old handwritten mutation is removed by applying to the village revenue officer.
- How do I correct a mistake in the online 7/12?
- If the computerised 7/12 differs from the handwritten one in name, area or another part, apply to the village revenue officer through e-Hakk, using the tab for differences between the two. The officer sends it to the tahsildar. Section 155 of the Code lets the Collector correct clerical errors and errors the parties admit.
- What is a pending mutation, and where can I track it?
- It is a mutation entry, such as a sale or heirship, that is awaiting the circle officer's decision. You can see its status on the Aapli Chawdi page of the Mahabhumi portal. If the circle officer rejects a mutation entry, the appeal lies to the Sub-Divisional Officer (Prant), according to the department's FAQ.
- Can I get a 7/12 in English?
- Mahabhulekh is a Marathi site. The department's FAQ says the 7/12 can be shown transliterated into 23 other languages on Mahabhulekh, but only for viewing. The digitally signed copy, which is the one valid for official use, is issued from the Mahabhumi portal.
