This guide is still being prepared and has not been reviewed. It shows only the parts we can state with confidence. Check the official portal before relying on it.

Form I & XIV is Goa's record of rights for village land. It shows the survey and sub-division number, area, the names in the occupants column, tenants or other right-holders, and crop entries. You can view it free on the DSLR Goa site; an official copy comes from Goa Online.

Definition

Form I & XIV: The Record of Rights (Form I) and the Register of Cultivators (Form XIV), kept under the Goa Land Revenue Code, 1968. Together they show who holds a survey number, its area, other right-holders and the crops grown.

When you need it

Before buying land, to compare the holder's name, area and right-holders with the seller's title deeds. It is also needed for mutation, partition and conversion applications. It is a revenue record and not conclusive proof of title.

Steps

  1. Open the Land Records (RoR) page on the DSLR Goa website.
  2. Choose Form I and XIV (or Form D for a city survey area).
  3. Select the district, taluka and village, and enter the survey number and sub-division number.
  4. Enter the captcha and view the record.
  5. For an official copy, apply on Goa Online and pay the fee, or ask at the Mamlatdar or ISLR office.

What you need to search

  • District (North Goa, South Goa or Kushavati)
  • Taluka and village
  • Survey number
  • Sub-division number

How to read it

Read the occupants column first: the seller should appear there for the exact sub-division being sold. Then check the area against the deed and survey plan, and look for tenant or other right-holder entries. Form XIV shows cultivation by season (kharif and vaingon).

Red flags

  • The seller's name is not in the occupants column for that sub-division
  • Tenant or other right-holder names are recorded against the land
  • The area differs from the deed or the survey plan
  • A mutation notice for the survey number is pending on the DSLR site
  • Someone offers the free online view as proof; it is for information only
