This guide is still being prepared and has not been reviewed. It shows only the parts we can state with confidence. Check the official portal before relying on it.

Mutation in Goa updates Form I & XIV (or Form D in city survey areas) after a sale, gift, succession or partition. Notice goes to the people named in the record before the change is certified, and DSLR Goa lists these mutation notices online by taluka, village and survey number.

Definition

Mutation (Goa): A change in Form I & XIV made under section 96 of the Goa Land Revenue Code, 1968, after the holder of land changes. It is certified by the Mamlatdar, Joint Mamlatdar or Awal Karkun after notice to interested persons.

When you need it

After you buy, inherit or partition land, so the occupants column shows your name. Before buying, search the notices to see whether a mutation on the survey number is pending or disputed.

Steps

  1. When you register the deed on NGDRS-Goa, pay the mutation fee if the system shows it as applicable.
  2. Otherwise apply to the village Talathi under section 96 with a certified copy of the deed, a fresh Form I & XIV, and names and addresses of adjoining holders and other interested persons.
  3. The Talathi gives an acknowledgement in Form VIII and serves a notice inviting objections in Form X on everyone named in Form I & XIV.
  4. If no one objects, the entry is certified after the Circle Inspector verifies it. A disputed entry is heard and decided by the certifying officer.
  5. Check progress on the DSLR Mutation Status page and take a fresh Form I & XIV once it is updated.

How to read it

Each notice shows the mutation number, the survey number or chalta, and the applicant and respondent. A notice means the change is still open for objections; the entry is final only after it is certified.

Red flags

  • A pending mutation on the land in someone else's favour
  • The respondent named is not the person selling to you
  • Several mutation applications on the same survey number
  • A disputed entry that has not been decided
  • The seller relies on an old Form I & XIV that misses recent changes
