Stamp duty on a sale deed in Goa is charged by value band: 3% up to Rs 50 lakh, 4% up to Rs 75 lakh, 4.5% up to Rs 1 crore, 5% up to Rs 5 crore and 6% above. The slabs come from Government Order No. 35/4/2016-RD as amended on 12-10-2022.

Definition

Stamp duty (Goa): Duty on a conveyance under article 22(b) of Schedule I-A of the Indian Stamp Act, 1899, as in force in Goa, reduced by Government order to a scale based on the value of the conveyance.

When you need it

Before signing a sale deed, to budget the duty and pay it before the deed is presented. The Sub-Registrar checks the stated value against the Government's statement of rates.

Steps

  1. Find the agreed consideration and the market value; the deed must state the market value correctly.
  2. Work out the band that applies to the value.
  3. Pay the duty by an accepted mode (Goa notified e-Stamp Rules in 2025) and pay registration fees online on NGDRS-Goa.
  4. Write the words 'market value' in the deed where the duty depends on it.
  5. If the stated value is below the Government's rates, the Sub-Registrar refers the deed to the Collector to fix the value and duty.

Cost estimate

Verify with sub-registrar. Using official rates as of 22 Oct 2026, a ₹50,00,000 home in Goa costs about ₹3,00,000 in stamp duty and registration, or 6% of value. The government value can raise the base. Source: Goa Official Gazette, 6 Jul 2026: stamp duty slabs. Open calculator →

How to read it

The band is chosen by the value of the whole conveyance. A proviso says a second conveyance of adjacent land between the same parties within one year is charged by counting the land in the earlier conveyance too.

Red flags

  • The value in the deed is below the Government's rate for the area
  • Adjacent land split into separate deeds to stay in a lower band
  • Stamp paper dated after the signatures on the deed
  • A concession claimed without an exemption letter

Questions

Is there a lower duty for old agreements?
Goa has issued time-limited orders charging 1% of market value for conveyances under agreements made on or before 31-03-2014 for small plots and flats. The January 2024 order ran to 31-03-2024, so check whether a current order applies.
Who sets the market value?
Collectors and a working group prepare an annual statement of average rates, which the Government notifies. If the deed value is lower, the Sub-Registrar refers the document to the Collector.
Can I register a deed late?
A deed should be registered within four months of execution. Up to eight months is allowed if the District Registrar condones the delay, with a fine of 2.5 to 10 times the registration fee.
Is there a faster appointment?
Yes. A tatkal appointment costs an extra Rs 10,000 per appointment, according to the Registration Department FAQ.
