Form I & XIV, NGDRS and slab-based stamp duty

Goa registers property documents online through NGDRS-Goa, with the Civil Registrar-cum-Sub-Registrar of each taluka. Village land is recorded in Form I & XIV, kept by the Directorate of Settlement and Land Records (DSLR) and the Mamlatdars; the city survey areas of Panaji, Margao, Mapusa and Vasco use Form D. Stamp duty on a sale is charged on a slab scale from 3% to 6% of the value.
Authority: Registration Department, Government of Goa (Civil Registrar-cum-Sub-Registrar in each taluka)
Records: DSLR Goa (Form I & XIV, Form D) and Goa Online for certified copies
Stamp duty on a sale is charged by value band under Government Order No. 35/4/2016-RD as amended on 12-10-2022: 3% up to Rs 50 lakh, 4% up to Rs 75 lakh, 4.5% up to Rs 1 crore, 5% up to Rs 5 crore and 6% above that. Verify with sub-registrar. Using official rates as of 22 Oct 2026, a ₹50,00,000 home in Goa costs about ₹3,00,000 in stamp duty and registration, or 6% of value. The government value can raise the base. Source: Goa Official Gazette, 6 Jul 2026: stamp duty slabs. Open calculator →
