Adangal and 1-B in Andhra Pradesh
Adangal and 1-B in Andhra Pradesh are the two main Revenue Department registers for farm land in a village. The Adangal is the village account kept by survey number, with the extent, land classification, water source, pattadar and occupant. The 1-B, or ROR-1B, is the Record of Rights kept by khata. It lists the pattadar, each survey number, the extent and how the land was acquired. Both are kept under the AP Rights in Land and Pattadar Pass Books Act, 1971. You can view them on Meebhoomi (meebhoomi.ap.gov.in) after a mobile or Aadhaar OTP login. Choose Adangal and enter a survey or LP number, or choose ROR-1B and enter a khata number. Village and Ward Secretariats issue ROR-1B and Computerised Adangal certificates through AP Seva. Under Section 6 of the Act, entries are presumed true until the contrary is proved, but they are not documents of title.
Definition
Adangal and 1-B: Two village revenue registers. The Adangal is the village account of each survey number. The 1-B (Form 1-B) is the Record of Rights for each khata. Section 3 of the 1971 Act says this record must name the owners, pattadars, mortgagees, occupants and tenants, and the nature and extent of their rights.
When you need it
Before you buy farm land, to check that the seller is the pattadar recorded in the 1-B for the khata and survey numbers being sold, and that the extent matches the deed. Sub-Registrars verify the electronic ROR 1-B before they register a deed for agricultural land. Read the 1-B with the Encumbrance Certificate, which shows the registered deeds.

How to read it
The ROR-1B certificate lists the pattadar and father's name, khata number, survey number, land classification, total extent, tax and the reason the land was acquired. In resurveyed villages, the 1-B also has the Land Parcel number, the old survey number and a unique land parcel ID. Match the pattadar name, survey numbers and extent with the deed and the pass book. In the Adangal, compare the occupant with the pattadar.
Red flags
- The seller is not the pattadar recorded in the 1-B for that khata
- The extent in the 1-B is smaller than the extent in the sale agreement
- The Adangal shows an occupant other than the pattadar
- The land nature or classification shows government or assigned land
- The village has been resurveyed, but the deed gives only the old survey number
- The survey number appears in the 22-A prohibited property list on IGRS
Questions
- Why does Meebhoomi ask me to log in?
- Meebhoomi opened to the public on 12 June 2015, and a 2016 government statement says anyone could see and copy the Adangal, 1-B, FMB and village map. On 22 October 2026, the live portal showed only a mobile or Aadhaar OTP login before any record could be viewed.
- Is a Meebhoomi printout a certified copy?
- We found no official statement that it is. Under Rule 25, certified extracts of the Record of Rights are given on application to the Village Assistant or Mandal Revenue Officer and are attested by the Mandal Revenue Officer. Village and Ward Secretariats also issue ROR-1B and Computerised Adangal certificates through AP Seva.
- What legal weight do the entries have?
- Section 6 of the 1971 Act says every entry in the Record of Rights is presumed true until the contrary is proved or it is amended under the Act. The CCLA's edition of the Act notes that this presumption can be rebutted and that the Record of Rights is not a document of title.
- What changes after a village is resurveyed?
- A 2021 amendment to Section 3 says the Record of Rights must be updated to match the resurvey records. The CCLA resurvey procedure publishes a draft ROR for objections, then a final ROR, and regenerates the Adangal and 1-B in Telugu and English with Land Parcel numbers.
- Does the 1-B change automatically after I buy?
- Section 4 requires a person who acquires a right in land to inform the Mandal Revenue Officer in writing within thirty days. The registering officer also sends the registration data electronically to the Record of Rights. Village and Ward Secretariats list Mutation for Transactions as a revenue service.
- Do I need a pattadar pass book to sell land?
- No. Rule 26(3) says pattadars and owners are not required to obtain a title deed cum pattadar pass book, and the registering authority must not insist on it. Where a pass book is issued, its entries are presumed correct and true unless the contrary is proved.
