Property Tax in Andhra Pradesh
Property Tax in Andhra Pradesh is the annual tax that a municipal corporation or municipality levies on buildings and land in its area. In villages, the gram panchayat collects house tax. For the 123 urban local bodies (ULBs), the Commissioner and Director of Municipal Administration (CDMA) runs online services at cdma.ap.gov.in. These open your city's own site, such as vijayawada.emunicipal.ap.gov.in. To check dues, go to Online Services, then Property Related, then Know Your Dues. Choose the district and ULB, and search by assessment number, old assessment number, owner name or door number. You pay under Online Payments, then Property Tax. After you buy, apply for Mutation with the assessment number so the assessment moves to your name. CDMA's service levels allow 15 days for a transfer of ownership. Gram panchayat house tax is paid on the Swarna Panchayat site of the Panchayat Raj department.
Definition
Property Tax: An annual tax on land and buildings, assessed and collected by the urban local body. Municipal corporations work under the AP Municipal Corporations Act, 1955, and municipalities under the AP Municipalities Act, 1965. Each property has an assessment number in the local body's register.
When you need it
Before you buy, ask the seller for the assessment number and check that the tax dues are cleared. The Registration Department's checklist for registering a house or site includes the latest tax receipt. After registration, apply for mutation so that the assessment, and the tax bills, move to your name.
Steps
- Open cdma.ap.gov.in, go to Online Services, then Property Related, and click Know Your Dues.
- Select the district and urban local body. The city's eMunicipal site opens.
- On the Search your property form, enter one of these: Assessment Number, Old Assessment Number, Owner Name or Door Number. Click Search.
- To pay, open Online Payments on cdma.ap.gov.in, select the ULB, choose Property Tax and click Pay Now. Unified Tax Collection pays property, water and sewerage tax together.
- After buying, open Property Related, then Mutation, enter the Assessment Number, click Search and apply. Pay the fee under Online Payments, then Property Mutation Fee.
- When the application is approved, download the proceedings under Download Proceedings with the assessment number or application number.
- For a village house, open swarnapanchayat.apcfss.in, choose House Tax, select the financial year, district, mandal, panchayat and village, and search by assessment number, owner name or door number.
What you need to search
- District and urban local body (or mandal, panchayat and village for a village house)
- One of: assessment number, old assessment number, owner name or door number
- Registered sale deed details, for a mutation application
How to read it
The city's property tax calculator asks for the IGRS habitation, ward, locality, block and door number, and for each floor's classification, usage, construction date and plinth area. Compare these details in the assessment with the building you are buying. In Visakhapatnam, GVMC has issued new assessment numbers and asks payers to search with the old number and note the new one.
Red flags
- Tax arrears on the assessment
- The owner in the assessment is not the seller
- The property has no assessment number
- The plinth area or usage in the assessment differs from the building
- Vacant land tax is due on a plot
- A mutation or bifurcation application is pending on the property
Questions
- How long does a property tax mutation take?
- CDMA's service level page lists 15 days for Transfer of Ownership and 7 days for Edit Owner Details, among 12 property tax services. It adds that these timelines depend on complete documents and on all required conditions being met. You can track the application on the city's eMunicipal site.
- Is there a fixed mutation fee?
- We found no official figure. A bill introduced in the Andhra Pradesh Assembly on 17 August 2026 says the law has no uniform mutation fee, and that local bodies use fixed slabs, percentages or mixed models. It proposes uniform rates. We could not confirm that it has passed. Pay the amount your city's portal shows.
- Will registering my deed update the tax records automatically?
- Not yet under any law we could confirm. The August 2026 bill proposes an auto mutation certificate in the online assessment register after registration, and payment of dues before registration. Until that is in force, apply for Mutation on your city's eMunicipal site after the deed is registered.
- Where do I pay house tax for a village property?
- On Swarna Panchayat (swarnapanchayat.apcfss.in), which the Commissioner of Panchayat Raj and Rural Development owns and approves. Choose House Tax, then select the financial year, district, mandal, panchayat and village. You can search by assessment number, owner name, door number or old assessment number.
- What if I think my assessment is wrong?
- CDMA lists Revision Petition among the property-related online services, with a service level of 30 days. Other services include Addition or Alteration, Vacancy Remission and Tax Exemption. Apply on your city's eMunicipal site through cdma.ap.gov.in, under Online Services, then Property Related.
- Whom do I contact about property tax?
- CDMA lists cdma_ap@cdma.gov.in, with office hours from 10 am to 5.30 pm on weekdays. For online payment problems, it lists paymentgateway@cdma.gov.in. The Greater Visakhapatnam Municipal Corporation lists the toll-free number 180042500009 on its website. Your city office handles disputes about the assessment itself.
