Encumbrance Certificate (EC) in Andhra Pradesh

An Encumbrance Certificate (EC) in Andhra Pradesh is a statement of the documents registered against a property, such as sales, mortgages and gifts, for the period you search. The Registration and Stamps Department issues it online through the EC & CC Service page of IGRS (registration.ap.gov.in). For a signed EC, you log in to the e-Encumbrance Service with your email ID, mobile number or Aadhaar number and an OTP. You can search by document number and year, by house or flat number, or by survey number in a revenue village. The district and Sub-Registrar office (SRO) are mandatory in every search. Online records start from 1 January 1983, so for older periods you apply at the SRO. Under G.O.Ms.No.463 of 2013, the fee is Rs 200 per certificate for a search of up to 30 years and Rs 500 for a longer search. An EC lists registered documents only. Unregistered deals do not appear in it.

Definition

Encumbrance Certificate (EC): A statement generated from the Sub-Registrar's index of registered documents. It lists every transaction registered on a property during a chosen period. Section 57 of the Registration Act, 1908 lets any person get copies of the entries in Book 1 and its indexes on payment of the fee. The department's FAQ names this section as the basis for the EC.

When you need it

Before you buy, to compare the registered sales, mortgages and other deeds on the property with the seller's title documents. Lenders also ask for it. The department's own FAQ warns that an EC cannot be the sole basis for buying a property or lending money. It covers registered documents only, and its results depend on the property details entered at the time of registration.

Steps

  1. Open registration.ap.gov.in, select the Online Services tile EC, CC & MV Assistance, and click Signed EC.
  2. On the e-Encumbrance Service page, choose Email ID, Mobile Number or Aadhaar Number, click Get OTP and log in. First-time users click New Registration.

How to read it

Each entry is a registered document, with its number and year, the date, the nature of the deed and the parties. Check that the seller is the person in whose favour the last sale, gift or partition was registered. For every mortgage, look for a later release deed. The portal warns that a search can return several results, some of which may not relate to your property. Match each entry with the boundaries and extent in your title deed.

Red flags

  • A mortgage with no later release deed in the list
  • The seller is not the party in whose favour the last sale, gift or partition deed was registered
  • An agreement of sale, lease or power of attorney in favour of someone other than the seller
  • A Data Not Found result for a property that the seller says was bought by registered deed
  • A search period that starts after the seller's own purchase, or that stops before today
  • Entries whose extent or boundaries do not match the deed you are shown

Questions

Is the online EC the same as one from the Sub-Registrar's office?
The e-Encumbrance Service page says both are generated from the same source and that, for all practical purposes, they are the same. If you need an EC signed in ink, the page asks you to approach the Sub-Registrar office concerned.
Can I get an EC for years before 1983?
Not online. The IGRS page says the online EC covers transactions after 1 January 1983 only. For an earlier period, apply at the Sub-Registrar office that holds the records. The department publishes a paper EC application form under Download, then Forms, on registration.ap.gov.in.
What does Data Not Found mean?
It means the system found no registered document for the details you entered. The portal says that in this case you should confirm with the Sub-Registrar office. A wrong house number format or a missing survey sub-division can cause it. The portal suggests the format Ward - Block - Door No.
Does an EC show every claim on a property?
No. The department's FAQ says unregistered transactions are not included, because the Registration Department has no record of them. Court cases, revenue entries and unregistered agreements must be checked separately, for example in the Adangal and 1-B and the prohibited property list.
How much does an EC cost?
G.O.Ms.No.463 of 2013, published on the IGRS site, sets Rs 200 per certificate for a search of up to 30 years and Rs 500 for more than 30 years. Pay the amount the portal shows at the payment step, because charges can change after a fee notification.
Whom do I contact if the EC service fails?
The IGRS website lists the help desk number 14544. The CARD PRIMME login page, which also hosts the signed EC service, lists +91 9121106359 and the email helpdesk-it@igrs.ap.gov.in. To report a demand for a bribe, the site lists a separate number, 14400.
