Registration Process in Andhra Pradesh

Registering a property in Andhra Pradesh means presenting the signed deed to a Sub-Registrar, who records it in the public register under the Registration Act, 1908. Since 28 September 2023, every Joint Sub-Registrar in the state registers documents only through the online CARD PRIMME system of the Registration and Stamps Department. You enter the deed on CARD PRIMME (cardprimme.rs.ap.gov.in/PDE) after an OTP login. Each party is verified with an Aadhaar OTP. The system calculates the market value, stamp duty, registration fee and user charges, and you pay and book a slot at the Sub-Registrar office. At the office, the parties check and sign the PRIMME report, give photographs and thumb impressions, and two witnesses sign. Present the deed within four months of signing. With a penalty, the limit is eight months. Data entry alone does not mean the Sub-Registrar has accepted the document.

Definition

Property registration: The recording of a signed deed by the Sub-Registrar, which makes it part of the public record used for later searches and Encumbrance Certificates. In Andhra Pradesh it runs on CARD PRIMME, short for Computer Aided Administration of Registration Department - Property Registration Integration Mutation Made-Easy.

When you need it

For a sale, gift, mortgage, settlement, exchange or release deed for immovable property. Section 28 of the Registration Act says you present the deed at a Sub-Registrar office whose area covers the whole or part of the property. Find SRO on registration.ap.gov.in shows the office for a district, mandal and village.

Steps

  1. Check the property before you sign. Sub-Registrars check the prohibited property list, the ROR 1-B for farm land, tax receipts for houses and the market value, so check the same records yourself.
  2. On registration.ap.gov.in, click Document Entry & Registration and log in to CARD PRIMME with your email ID, mobile number or Aadhaar number and the OTP.
  3. Create a new document. Choose Public Data Entry, or Public Data Entry with Document Generation, and select the type of registration and nature of the document.
  4. Select the Sub-Registrar office and enter the consideration value, the date of execution, the stamp paper details and the link document number and year.
  5. Add the executants and claimants. Each person's Aadhaar OTP fills in the name, age and address. Then enter the mobile number, email and PAN, or generate Form 60/61.
  6. Enter the property as Rural for farm land or Urban for a plot, house or flat, then add the covenants and enclosures. The system works out the market value, stamp duty, registration fee and user charges.
  7. Pay online with Make Payment or by CFMS challan, and note the 16-digit Application ID.
  8. Under Slot Booking Service, select the SRO, click Book a Slot, enter the Application ID, pick a date and slot, and confirm it with an Aadhaar or mobile OTP.
  9. At the SRO, check and sign the PRIMME report. The Sub-Registrar accepts it, records photographs and thumb impressions, gives the document number, scans the deed and signs it digitally.

What you need to search

  • Aadhaar cards of the sellers, buyers and two witnesses (passport for an NRI)
  • PAN cards, or Form 60/61 generated in CARD PRIMME
  • Link documents (the seller's title deeds) with document number and year
  • ROR 1-B for agricultural land
  • Photograph of the house or site, a route map to the property and the latest tax receipt
  • Challan or online payment for stamp duty, registration fee and user charges

How to read it

CARD PRIMME produces a check slip, an acknowledgement, the deed in English or Telugu and a slot booking slip. Before you sign the PRIMME report at the office, compare it with the deed line by line: party names, Aadhaar details, survey or door number, extent, boundaries and consideration. The Sub-Registrar can accept or reject the document, or ask for changes, even after data entry and payment.

Red flags

  • The property, or a sub-division of its survey number, is on the prohibited property list
  • The seller's name does not match the ROR 1-B for farm land, or the tax records for a house
  • The deed was signed more than four months ago and has not been presented
  • Someone else did the data entry and the PRIMME report does not match the agreed deed
  • The consideration written in the deed is below the market value for the locality
  • A witness is under 18 or is a party to the deed

Questions

Do I still have to go to the Sub-Registrar office?
Yes. Data entry and payment are online, but the parties attend at the booked slot. The Sub-Registrar checks the PRIMME report with them and records their photographs and thumb impressions. Section 32-A of the Registration Act requires the photographs and thumb impressions of sellers and buyers in a sale deed.
Who can sign as a witness?
The department's registration FAQ says any person above 18 years of age who is not a party to the document may sign as a witness. Two identifying witnesses must sign, and without them the registering officer may refuse registration. The checklist asks for both witnesses' Aadhaar cards.
What if I miss the four-month time limit?
A deed can be presented within four months of signing without a penalty. Within eight months, it can be accepted with a penalty of up to ten times the registration fee, if the District Registrar permits. The IGRS guide says no deed is accepted for registration after eight months.
Does data entry on CARD PRIMME mean my deed is accepted?
No. The CARD PRIMME login page says data entry does not mean that the document is accepted for registration. The Sub-Registrar has the authority to accept or reject the document, or to ask the parties to change its details as the rules require.
What are the office hours for registration?
The department's registration FAQ says deeds are generally accepted during working hours, between 10:30 am and 5 pm. With CARD PRIMME, you book a slot for a chosen date and time at the Sub-Registrar office. You can reschedule a booked slot from the Slot Booking Service page.
How much do I pay at registration?
For a sale deed, stamp duty is 5% and transfer duty is 1.5% of the consideration or market value, whichever is higher. The live Duty Fee Calculator shows a 1% registration fee, but G.O.Ms.No.463 of 2013 lists 0.5%. CARD PRIMME computes the final amount. See our stamp duty page for details.
