Land Records in Andhra Pradesh

Land records in Andhra Pradesh are spread across several official portals, each run by a different office. Meebhoomi (meebhoomi.ap.gov.in), run by the Revenue Department, shows the Adangal, ROR-1B, LP maps and FMB, pattadar search, Aadhaar linking status and the e-passbook after a mobile or Aadhaar OTP login. Webland is the department's own land-record system and needs an official login. Its LPM module holds Land Parcel Number records for resurveyed villages. Village and Ward Secretariats issue ROR-1B and Computerised Adangal certificates through AP Seva (apseva.ap.gov.in). The Registration and Stamps Department's IGRS site (registration.ap.gov.in) gives Encumbrance Certificates, the 22-A prohibited property search and market values. The Chief Commissioner of Land Administration (ccla.ap.gov.in) publishes the Acts, rules, G.O.s and circulars. The ORCMS cause list shows revenue court hearings. Read the 1-B and the Encumbrance Certificate together, because each department records only its own entries.

Definition

Land records: The revenue and registration records that together describe a parcel of land. They include the Record of Rights (Form 1-B) and Adangal kept by the Revenue Department under the AP Rights in Land and Pattadar Pass Books Act, 1971, the survey records and maps, and the Sub-Registrar's index of registered documents.

When you need it

Before you buy land or lend against it, to confirm who the recorded pattadar is, whether the village has been resurveyed, whether the land is on the 22-A prohibited list and which deeds are registered against it. No single portal shows all of this, because the Revenue Department and the Registration Department keep separate records.

Steps

  1. On Meebhoomi, log in with a mobile or Aadhaar OTP. Open ROR-1B with the khata number and Adangal with the survey or LP number.
  2. In Meebhoomi, open LP Maps / FMB with the survey or LP number to see the field map.
  3. On IGRS (registration.ap.gov.in), run the Prohibited Properties search for the survey number or door number.
  4. On IGRS, open EC, CC & MV Assistance and get an Encumbrance Certificate for the period you need.
  5. On IGRS, check the market value for the village under Property Value.
  6. On the ORCMS cause list (aporcms.ap.gov.in), select the district, division and hearing date to see listed revenue court cases.
  7. For signed certificates, apply at the Village or Ward Secretariat through AP Seva.

What you need to search

  • District, mandal and village
  • Khata number
  • Survey number with sub-division, or LP number in a resurveyed village
  • Door number, for urban property on IGRS
  • Mobile number or Aadhaar number for the Meebhoomi OTP login

How to read it

Read the revenue record and the registration record together. The 1-B shows who the Revenue Department records as the pattadar. The Encumbrance Certificate shows which deeds were registered. The last registered buyer and the pattadar in the 1-B should be the same person. Section 4 of the 1971 Act requires a new owner to inform the Mandal Revenue Officer within thirty days of acquiring the land.

Red flags

  • The pattadar in the 1-B is not the last buyer shown in the Encumbrance Certificate
  • The survey number appears in the 22-A prohibited property list
  • The village has been resurveyed, but the seller's papers use only the old survey number
  • The ORCMS cause list shows a revenue court case on the land
  • The pass book entries do not match the 1-B on Meebhoomi

Questions

Which portal is the official source for the Adangal and 1-B?
Meebhoomi, the land records portal of the Revenue Department, Government of Andhra Pradesh. It is designed and hosted by the National Informatics Centre, and the office of the Chief Commissioner of Land Administration in Mangalagiri is listed as the contact. On 22 October 2026 it required a mobile or Aadhaar OTP login.
Can citizens use Webland?
Webland is the Revenue Department's land-record system. Its home page asks you to choose a district and log in, and we found no public view on it. The Webland LPM page, enabled for resurveyed villages, also asks for a login ID and password. Citizens see the same records through Meebhoomi.
What is an LP number?
A Land Parcel number given to each parcel after the resurvey of a village. A 2021 amendment to Section 3 of the 1971 Act requires the Record of Rights to be updated to match the resurvey. The Act also provides for Bhudhaar, a unique identification number for each parcel of land.
What is Meebhoomi Blockchain?
A pilot portal at meebhoomiblockchain.ap.gov.in from the Revenue and Disaster Management Department. It shows parcel history and status by Land Parcel number for a list of 89 pilot villages. The site said it was last reviewed and updated on 23 July 2026. Use Meebhoomi for villages outside the pilot.
Where can I check revenue court cases on a parcel?
The Online Revenue Court Management System (ORCMS) publishes a cause list without login at aporcms.ap.gov.in. Select the district, division and hearing date, then click Proceed to view the daily board. Meebhoomi links to the same cause list. Civil court cases are on the separate eCourts services portal.
Whom do I contact about a land record?
Meebhoomi lists the office of the Chief Commissioner of Land Administration, Mangalagiri, and the email ccla-as-cmro@ap.gov.in. The AP Seva receipt lists 1902 for queries on secretariat services. The IGRS help desk is 14544. To report a demand for a bribe, both Meebhoomi and IGRS list 14400.
